Theodore and the Boat Bully is the twenty-first episode of the third season.

Plot

Theodore is on his way to work and whistles hello to Owan the oil rig. But instead of being loud, Owan just says hello in a normal hush voice. Theodore asks him what's wrong, and Owan explains that a new ocean tug named Oliver the Vast is coming to the Big Harbour. And he was to take Owan out on the ocean to work. Theodore is excited, but George overhears and is furious. He knows Oliver and recalls that he's not very friendly. Not even Owan likes him. But Theodore has his hopes up that he can be friends with Oliver.

Next morning, the Dispatcher gives Theodore the job to move Shelburne the sea barge for the first time. Then he sees a tugboat he has never seen before. He realizes that it's Oliver. But instead of saying hello, Oliver bumps Theodore away from Shelburne. Theodore can't believe what just happened. Then Oliver takes Shelburne away from Theodore right in front of everyone. Theodore just goes back home pretty upset.

Next morning, the tugs are going to work when Oliver blasts his horn. Theodore is determined to be friends with him, but Oliver bumps Theodore again. He even teases him and bumps him harder. Theodore tells him to knock it off. But just as Oliver was about to bump Theodore again, George sticks up for his friend as he saw the whole thing. Oliver makes fun of Theodore more by saying he needs bigger tugs to do his fighting. George yells back saying that they don't need Oliver at all in the Big Harbour and tells him to just go back home. But Oliver simply turns and heads back to his dock. As thankful as Theodore is to George, he can't help but to wonder what will happen next time.

Later, things are no better. As soon as Theodore finishes work, he sees Oliver. He's about to run, but then he hears all of Oliver's harassments in his heads. He's about to stand his ground against him and prepares to bump him back, but at the last moment, he runs away. Oliver chases Theodore around the harbour. As small as Theodore is, he's also quick and clever. He runs around a ship, darts past Phillip and Filmore, and hides under Owan. Oliver loses Theodore and goes away quite angry. Theodore is upset. He's always friends with everyone, but Oliver is very unfriendly. Owan offers to help, but Theodore dismisses his help, and cries.

As night falls, Theodore sneaks back into the dock. But then he gets a big scare when someone says his name, only to realize it was just the Dispatcher. The Dispatcher asks him where he was, but Theodore simply tells him he was just out. The Dispatcher tells him to get to sleep as tomorrow is going to be a busy day. But that means to Theodore that Oliver is still going to be around. So, Theodore decides that he has to put an end to it and tells the Dispatcher about Oliver. The Dispatcher is glad that Theodore told him, because if Theodore tried to handle it himself, it would only make things worse. And even though he won't always be around to help Theodore, he can definitely help him with his current situation.

So as the day arrives, Oliver is sent back home in disgrace. Theodore is given another chance to pull Shelburne. And George gets the job to pull Owan out to the ocean, with the giant oil rig back to being his usual loud happy self. Theodore is once again happy as everyone says good morning to him and has the happy feeling that everyone is his friend again.
